Dr. Monzur Hossain joined the General Economics Division (GED) of the Bangladesh Planning Commission on April 8, 2025, as its Member (at the rank of Secretary). Prior to joining GED, he served as Research Director at the Bangladesh Institute of Development Studies (BIDS). Having more than 28 years of experience in economic research, policy formulation, and development planning, he has established himself as one of the leading Bangladeshi macroeconomists, with expertise in macroeconomic management, international trade, investment, financial sector development, and sustainable economic transformation. He earned his Ph.D. in International Economics in March 2007 from the National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan. He also holds degrees and diplomas in Statistics, Banking and has received training in impact evaluation from the Abdul Latif Jameel Poverty Action Lab at MIT, USA. Throughout his career, he has conducted extensive research on economic growth, trade competitiveness, foreign direct investment, regional integration, labor markets, SMEs, renewable energy, and development finance. His scholarly contributions have appeared in leading national and international journals, books, and policy reports, helping shape policy debates in Bangladesh and beyond. He has extensive experience consulting for international development partners, including the UNDP, ADB, UNCTAD, the EU, the World Bank, JICA, and the International Growth Center (London School of Economics). He also worked at the Bangladesh Bank’s (the central bank) Policy Analysis Unit and at the Asian Development Bank Institute in Tokyo, and he has taught economics at several leading public and private universities in Bangladesh.
He has held several visiting positions, such as Visiting Professor at Graduate School of International Development, Nagoya University, Japan (in 2010) and visiting Research Fellow at IDE-JETRO, Japan (from January-March, 2020). He is currently a member of the Executive Board of the American Committee on Asian Economic Studies (acaes.us), the Board of Trustees of BIDS, and the Social Development Foundation (SDF). He is a member of the Editorial Board of several leading academic journals. He also serves on various committees of the government of Bangladesh across different Ministries and institutions.
Dr. Hossain has represented Bangladesh in numerous international conferences, policy dialogues, expert groups, and regional cooperation initiatives, contributing to discussions on sustainable development, globalization, economic resilience, and development financing. He presented papers at many national and international academic conferences held in the USA, UK, Japan, Finland, Singapore, India, Pakistan, Sri Lanka, China, Hong Kong, and other countries. His extensive publications in internationally reputed journals in the fields of economics and development, including Economic Modeling, Sustainability, the World Economy, Review of Development Economics, Singapore Economic Review, Journal of the Japanese and International Economies, Applied Economics Letters, Journal of Asian Economics, Local Government Studies, Asian Economic Papers, Bangladesh Development Studies, have helped him earn a reputation as an accomplished researcher and development practitioner. Two of his books, "Bangladesh's Macroeconomic Policy" and "Digital Transformation and Economic Development in Bangladesh", were published by the internationally renowned publisher Palgrave Macmillan.
Dr. Hossain led GED in fulfilling its mandates by formulating medium- to long-term development plans for the government, such as the Five-Year Strategic Framework for Reform and Development (July 2026-June 2031), the SDG Progress Report, the Voluntary National Review, policy briefs and papers, etc. He also contributes to high-level policymaking bodies of the government.
